Full-Time HEALTH & SAFETY OFFICER – 2 POSITIONS (WESTERN)

Job Description

 

 

The position will be based at the Energy Fiji Limited’s Navutu Depot and will report to the Manager Health & Safety.

Key Responsibilities:

1.Health & Safety Systems Audit & Compliance

  • Manage workplace health and safety systems within the departments of EFL to ensure that safety support services are being conducted within designated business units;
  • Ensure safe testing procedures as per standard specifications, according to the work procedures / instructions within the specified time frame;
  • Assist in establishing business rules and process to support the application of the HS standards;
  • Assess and provide expert advice and guidance on requirements for compliance with workplace Health and Safety Legislation and EFL’s workplace health and safety policies;
  • Ensure effective implementation of risk assessment, hazard identification, safety auditing, incident investigation / prevention and workplace rehabilitation programs and recommend appropriate control measures as required;
  • Audit tools and equipment within and also with contractors to be in compliance with EFL and international standards;
  • Compliance of safe work practice and procedures in accordance with EFL standards;
  • Carry out work site inspection to ensure compliance with EFL safe work procedures and standards.

2. Implement Health & Safety Procedures for Safe Work Environment

  • Assist in establishing and implementing safety committees and Designated Workers Group representatives to identify and address HS requirements in the workplace that is in compliance with HASAWA;
  • Assist with the development and coordinate the implementation of field based strategic safety initiatives identified within the EFL Business Plan and achieve safety objectives / safe working environment within the Transmission and Distribution Business Units.

3. Health & Safety Training &  Awareness

  • Coach and provide expertise to EFL staff on all aspects of Workplace Health and Safety;
  • Ensure that EFL sustains improvement in Workplace Health and Safety by evaluating, initiating and providing advice and coaching across Business Units by advising on specific programs to meet changing needs;
  • Conduct safety awareness programs for members of the public and other organizations;
  • Assist in the developing and implementation of relevant HS training programs for training of EFL personal and contractors.

4. Safe Testing of Equipment’s and Tools

  • Ensure timely and safe testing of live line tools and equipment including live line truck according to international standards;
  • Implement preventative initiatives on proper caring and storage of rubber gloves and sleeves;
  • Review safety manual and safe work procedures every two years with relevant stake holders;

5. Incident Investigation and Reporting

  • Coordinate incident investigation within EFL while ensuring consistency in investigation, efficient processing and reporting of findings and effective recommendations.

Key Requirements:

    • Either Degree in OHS / Risk Management with at least three (3) to five (5) years of experience in a similar role or a Diploma in Electrical Engineering / Mechanical Engineering from a recognized institution with at least five (5) to ten (10) years of relevant experience;
    • Comprehensive experience in co-ordination and delivery of all aspects of the training cycle from training needs analysis, to design, delivery and evaluation;
    • Complete all 4 modules of Training of Trainers and be registered as a Training Officer with NTPC; or is in progress of attaining the same;
    • A valid Group 2 (not provisional) manual driver’s license is mandatory.
