Full-Time APPRENTICESHIP & TRAINEE DEVELOPMENT OFFICER (CENTRAL)

Job Description
The position will be based at the Energy Fiji Limited’s Head Office, Suva and will report to the Manager Training.
Key Responsibilities:
- Coordinate the overall management of EFL’s Apprenticeship Program across all technical disciplines.
- Facilitate the recruitment, orientation, onboarding, and rotation of apprentices in consultation with Strategic Business Areas (SBAs).
- Monitor apprenticeship progress through structured site visits, supervisor feedback, and periodic progress reports.
- Maintain and regularly update accurate apprenticeship records, training logs, performance assessments, and related documentation.
- Liaise with Fiji National University (FNU) and other accrediting bodies to ensure alignment with national apprenticeship standards and regulatory requirements.
- Coordinate Trade Test preparations, ensuring apprentices are ready and scheduled to meet all assessment timelines.
- Support the technical and behavioural development of apprentices through targeted workshops, mentoring, coaching, and on-site learning initiatives.
- Assist in the development of the Annual Training Plan, with a focus on trade-level competencies and future workforce needs.
- Identify and deliver behavioural or soft skills training where gaps are found through performance or attitude assessments.
- Coordinate annual apprentice-related events and functions, promoting morale, recognition, and engagement.
- Conduct Training Needs Analysis (TNA) for apprentices to ensure training is aligned with new technologies, industry trends, and equipment changes.
- Design, update, and maintain apprenticeship manuals, logbooks, competency frameworks, and supporting learning resources, conduct sessions with Trainees.
- Collaborate with SBA Managers, Engineers, and Technical Officers to structure and implement effective On-the-Job Training (OJT) schedules.
- Conduct formal performance evaluations and provide developmental feedback to apprentices to ensure progress and readiness.
- Facilitate both internal and external reporting related to apprentice performance, trade testing outcomes, and developmental plans.
- Promote and integrate EFL’s Innovation Framework by encouraging apprentices to participate in continuous improvement and innovation activities.
- Support succession planning efforts by ensuring apprentices are adequately prepared for workforce integration and long-term career development.
- Assist in monitoring and evaluating Trainees and Graduate Engineers as part of the wider workforce development framework.
- Support the implementation and management of an online training system to digitally track trainee progress, attendance, and competency development.
- Ensure timely data entry and system updates to maintain accurate records and support reporting for management and accreditation purposes.
- Prepare documentation for apprentice upgrading and certification, ensuring all requirements are met and properly submitted.
- Perform any other duties as assigned by the Team Leader Training or Manager Training.

Key Requirements:
- Diploma in Electrical, Mechanical, or relevant Engineering field from a recognized institution.
- Minimum of 5 years’ experience in technical training, apprenticeships, or trade workforce development.
- Certification in Training and Assessment (e.g., TOT I–IV or FNU TO registered) is mandatory or in progress.
- Experience working with apprentices or youth development programs will be an added advantage.
- Sound knowledge of EFL operations and safety standards is preferred.
- Valid Group 2 (not provisional) driver’s license is mandatory.
