The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture.

The Land Resources Division (LRD) provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology, and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realized through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC’s development goals.

The role – The One Health Adviser will provide technical and coordination support to the One Health Programme of SPC specifically under the USAID funded Global Health Security Project.

 

The key responsibilities of the role include:

Support the implementation of a One Health approach to achieve Global Health Security project outcomes.

  • Provide support to the One Health coordinator in the achievement of the GHS project outcomes.
  • Strengthen the One Health approach in PICTs through effective support of the established governance mechanisms.
  • Facilitate the coordination, communication, capacity building and collaboration of the One Health sectors within countries and territories.
  • Support countries to develop global health security systems & processes, guidelines, and other documentations to enable the One Health approach to address priority issues.
  • Provide updates, reviews at project meetings and partner interactions.
  • Direct inputs to planning, reviews and annual workplans to ensure timely reporting to USAID.
  • Ensure the linkages of One Health initiatives with the LRD and PHD technical work programs and planning.
  • Provide technical assistance to PICTs and SPC divisions as required.

Support and report on the global Health security activities in PICTs

  • Assist with the development of documentation and reporting required to efficiently operationalise the USAID GHS project.
  • Facilitate stakeholder and partner engagement with reports under the governance mechanism at regional and national levels.
  • Planning, development and implementation of technical packages and advisories.
  • Supervise and provide technical guidance for PICTs in country implementation of the project activities.
  • Coordinate with other regional and global food systems actors.

Provide technical advice for project activities in selected countries.

  • Work closely with the Project Implementation Officer to ensure coordination and analyses of implementation per country based on workplans.
  • Assist communication with awareness raising, capacity building and other activities of the project team.
  • Maintain a database of One Health focal points from relevant sectors in each of the countries under the project
  • Provide technical advice and mentoring of country participants in training and activities.
  • Ensure that the right level and balance of participants from the One Health sectors (human, animal, environment) are selected for project activities
  • Liaison and supervision of providers, consultants, rapporteurs at trainings or workshops
  • Develop / update a mapping exercise of Global Health Security and One Health activities and projects in the region.
  • Support and encourage countries participation in resource mobilisation activities.

Key selection criteria

Qualifications

  • Postgraduate degree in a relevant field (e.g., Public Health, agricultural or fisheries science, environmental sciences) or equivalent body of knowledge and experience.

Technical expertise

  • 8 years of technical experience in a relevant field related to one health with Pacific or island states focus.
  • Knowledge of the One Health approach and other systems approaches in a development context.
  • Knowledge and understanding of gender and social inclusion principles
  • Experience working on multi-disciplinary or multi-sector integrated programmes in a government, international organisation, or research setting.
  • Experience in programme design and management.
  • Strong cross-cultural competence with Pacific experience preferred.

Language skills

  • Excellent written communication, presentation and facilitation in English.

Interpersonal skills and cultural awareness

  • Knowledge of Pacific Island countries and territories is an advantage.

 Salary, terms and conditions

Contract Duration – This vacant position is budgeted for 3 years and is subject to renewal depending on performance and funding.

Remuneration – The One Health Adviser is a band 10 position in SPC’s 2025 salary scale, with a starting salary range of 2,703‒3,379 SDR (special drawing rights) per month, which currently converts to approximately FJD 8,137–10,171 (USD 3,596–4,494; EUR 3,311–4,139). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Suva – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Languages – SPC’s working languages are English and French.
