Vacancy Announcement: Program Officer
Position: Program Officer
Location: JICA Fiji Office, Level 8, Suva Central Building, Suva, Fiji
The Japan International Cooperation Agency (JICA) Fiji Office is seeking qualified and dedicated applicants for the role of Program Officer. The Program Officer, under the guidance and supervision of Japanese staff, is responsible for providing strategic inputs in planning, implementation, monitoring, and reporting of JICA’s programs. S/he will work in the Operation Section to ensure the effective implementation of ongoing projects. The responsible sector(s) to be assigned will be decided after recruitment, taking into account his/her expertise and profession.
Key Responsibilities
1. Program Operation: Plan, Implement, Monitor, and Report
- Develop and maintain productive and strong working relationships with internal and external stakeholders (including other development partners) to ensure smooth implementation of projects in the responsible sector(s).
- Prepare reports, presentations and other materials related to JICA’s cooperation program in the responsible sector(s).
- Participate in project monitoring and identify areas for improvement.
- Conduct research and analysis and contribute to the formulation of new projects in accordance with bilateral government requests and priorities through communication with relevant

- stakeholders.
- Perform administrative and logistics tasks (such as travel arrangements for mission teams, project-related accounting and procurement, etc.) related to the responsible projects.
- Assist in Planning and conducting public relations activities and projects on responsible sector(s) such as preparing press releases and Facebook articles.
- Provide support to other sector(s) as required.
2. Other Duties
- Carry out other duties as and when required by the Resident Representative
Requirements and Skills
- Education: Bachelor’s Degree.
- Experience: Minimum five (5) years of professional work experience in project management/coordination or a related field; Professional experience in other international agencies is considered as an asset.
- Knowledge:
- Knowledge related to Infrastructure Sector in Pacific Island Countries would be an advantage
- Understanding of JICA’s Official Development Assistance framework and the Development Cooperation Charter would be an advantage
- Must have an understanding of government communication structure and protocol
- Skills:
- Proficiency in English (written and oral); Japanese proficiency is an asset.

- Strong organizational and administrative skills.

Salary & Benefits
- Salary and other benefits will be commensurate with the JICA Fiji Office regulations.
Terms of Contract:
Duration: One-year renewable contract based on performance.
Probation: Six-month probation period.
Working Hours: Monday to Friday, 8:30 am to 4:30 pm, with a flexible start from 8:00 am to 9:30 am and an hour lunch break.
